Dr. Judy Kruger, PhD, PCC
Owner; Course Manager; Instructor
Judy is an executive coach, educator, and wellness strategist. She retired from federal service in 2025 after 24 years as a senior leader and crisis manager. She is a Professional Certified Coach (PCC) and National Board-Certified Health and Wellness Coach (NBHWC). She offers core solutions for government, military, corporate, and business leaders, and her coaching specialties include helping high-pressure leaders develop resilience and behavior-change practices. Judy is the owner of Judy Kruger and Associates, LLC, and the Academy of Government and Military Coaching, LLC.

Ms. Barbara L. Hulick, PCC
Founder; Registrar; Director of Education; Course Manager; Instructor
Barbara is a certified executive coach, and the owner of Hulick Consulting, LLC. She has over 30 years of experience working with executive and managerial development programs in the Federal Government. She has reviewed, edited and written ECQs for many federal organizations for over 11 years. She has 20 years of coaching experience for executive leadership and career transitions. In addition to her PCC, Barbara is a certified wellness and mentor coach.

Ms. Dorisse Shakir-Ullah, ACC
Course Manager; Instructor
Dorisse is the owner of Career Forward Coaching. She retired from federal service after 41 years of service as a senior leader and hiring manager. She held many professional roles from entry level to supervisor and coach during her illustrious career. She has an extensive HR background in the federal hiring process. Dorisse serves as a volunteer coach for the Veterans Coaching Project and an ICF New Jersey Charter Chapter board member. A graduate from the Federal Internal Coach Training Program, Dorisse is certified in the MIPI assessment, Ten Steps to a Federal Job Coach|Trainer, and the Caregiver Thrive, Learn, Connect program.
